They are willing to declare anyone who carries out the stone-intensive operation to be their new Emperor/Empress, and declare undying loyalty and due taxes to them. Mission: Build Headquarters [Build, 8 Stone] Reward: 10 Stone, Title of Emperor/Empress of the Mountain, taxation rights, responsibilities of defense for Mountain, naming rights for the settlement
