Penny stands at the edge of a large moving crowd of people. As she watches the crowd she spots a mother holding a young girl in her arms crying. Penny shoves her way through the crowd and lays a hand on the mother's shoulder.
"Is there anything I can do for you ma'am." asks Penny as she uses her other hand to tossel the girl's hair. The girl looks up at her like she is some kind of monster. Penny removes her hand from the little girl's head.
"We had to leave everything in our home." states the mother with a sniffle.
"I am sorry for this but we must get you out of here before the Federation forces get here." replies Penny as she uses her body to shield the mother and daughter from the press of bodies so she can continue to talk to them. "I do not approve the location that Zeon command has chosen for their new base. Once the base is built we will be able to protect the city better but right now we don't have the forces to prevent the Federation forces from entering the city and destroying countless people. This I will not allow so I am going to concentrate my forces in a part of the city that has been evacuated. Hopefully they will come after us. If we die so be it. At least we won't take any of you with us."

She never sees the surprised look on the mother's face or hears the mother say that maybe the Zeon soldiers aren't as bad as the news reports said. The mother then resettles the little girl and continues on her way. Penny finds a nearby bench and sits in it. She then brings out a ration bar and begins to eat it.
