Since beginning large-scale expeditions to Jovian orbit in the early UC 200s, the Jupiter Development Group enjoyed relatively unspoiled access to the planet's moons and nearby space without fear of interference. During the Guild War, however, the apparent downward spiral of legitimate governments on both Earth and in the space colonies prompted concerns among the company's leaders that the Guild would be coming after them next. To this end, a program of military weapon systems development was begun, including mobile suits suitable for combat in and around Jupiter's unique environment.
The Zaku Enforcer is the standard mobile suit of the JDG Main Force Patrol, the company's military and security wing. The mobile suit has a distinctly bulky and "squashed" appearance thanks to its heavy armor protection and wide frame. This is a twofold design choice - aside from improving combat survivability, the Zaku Enforcer must withstand environmental perils such as micrometeorites, frozen gas clouds, and Jupiter's very strong gravitational pull during near-planet patrol missions. At the same time, the mobile suit mounts a very large number of powerful rocket thrusters and maintains a high degree of mobility, which is key to preserving speed and staying above dangerous altitudes. Consequently, the Zaku Enforcer is a very fuel-hungry unit, necessitating the installation of numerous ejectable fuel tanks around the mobile suit's body.
Designed for a theoretical war with the Guild, the Zaku Enforcer is well-armed and equipped. It is typically armed with either a beam submachine gun or a compact "short bazooka" - each can be held in one hand, and be designed to be minimally encumbering. As the combat range of both weapons is relatively short, a highly-accurate long beam rifle can also be equipped for battles in open space. A relatively powerful gatling gun is installed in the mobile suit's chest for point defense. Because patrols must often operate far away from their bases, the mobile suit's design places a great deal of emphasis on combat endurance. It is provided with four beam sabers, twice what most mobile suits carry, and all of its handheld weapons can be reloaded in the field. Additionally, both the beam submachine gun, short bazooka, and ammunition for either can be clipped to the exterior of the mobile suit's shields.
Due to production kinks and difficulty manufacturing Gundarium in Jovian orbit the Zaku Enforcer was still incomplete when the Guild began to fragment on Earth. While the immediate threat to the Jupiter Development Group had dissipated, the company chose to continue its military research programs - it had already invested significant resources and manpower, and the board believed it would be shortsighted to assume that no other armed threats would ever present themselves. Zaku Enforcers entered service with the Main Force Patrol in the early UC 220s, and are still in use around JDG properties.
According to some mobile suit historians, the Zaku Enforcer's name is derived from an early mobile suit design in the days of the U.N.T. Spacy, although there is no further relationship aside from a similar mono-eye main camera.
