Theocracy Caste System

Born into a certain class, the citizens of the Theocracy are for the most part content, as they know nothing else. The borders of this religious state are kept tightly closed to all immigration, though a few lower class citizens always seem to slip out.

The castes are, from top to bottom:

1. The Magnat-Pope - The divine leader of the Theocracy. His word is law.
2. Clergy (Bishopes, Cannale, and Prevole) - The bearer's of God's word to the common man. These are the officials of this nation, serving both administrators and ministers.
3. Hight - The upper class of the Theocracy. Afforded the most rights, in any other country these citizens would be more toward the middle class than the aristocracy.
4. Tradae - The merchant class of the Theocracy. These are the men and women who trade and sell goods and services to the nation. They are often the most educated and knowledgable.
5. Prolot - The common lower class. Consisting of the bulk of Theocracy society, the prolot live peaceful but meager lives, provided with just enough sustenance to survive the day.
6. Paen - The slave labor of the Theocracy. Paens are barely people, and live like animals most of the time. Still, though many of them live in misery they have no conception of any other life, and live as God has ordained them to live.

Volinus Organization

Volinus prides itself on being the most liberal of governments in this area of Onara, and they are correct. The free men of Volinus have the most rights of any of the three societies, and thus are quick to defend their way of life.

The Republic is divided into two ruling councils.

1. The Archon Council - Lead by the Publicar Archon, this council is a gathering of the Archons of each city-state within Volinus. They rule on matters of war, national law, conflicts between city-states, and trade between nations.
2. Lower Council - The General Consul is the head of this council. The Lower Council is filled with representatives from individual city-states; each elects two annually. They rule on matters of taxes, public disputes, and city laws.

The main weakness with Volinus' system is the lack of representation for rural areas, an issue currently being discussed in the Lower Council. Whether it will ever make it to the Archons is up for debate.

Pax Imperica Hierarchy

The Pax Imperica is one entirely united nation under the Lord Imperator. While individual lords may hold land, it is considered secondary property, and all rights are given first to the Imperator. Conditions for citizens differ from lord to lord, but are generally kept fair by the Imperator.

The ranks of lordship are given as thus:

1. The Lord Imperator - The hereditary leader of the entire Imperica. His word is final on all matters, but he is advised by a council of seers, and all announcements are carefully mulled over.
2. Lords - The Lords of the Pax Imperica handle regional affairs and day-to-day judgements. They also lead the armies and train the troops of the Imperica. To be a lord under the Imperator is the highest honor a man can recieve.
3. Dukes - Dukes control township and city matters. These are the petty beaurocrats of the empire, and most governmental corruption can be found at this level.
