After months of defeat at the hands of the Zeon's powerful Newtype mobile armors, the Earth Federation decided to developed a Newtype Test GM in order to carry out such attacks using their own technology. Far behind their enemy in terms of Newtype research and unable to develop a psycommu system of their own, they began a black ops project to infiltrate the Flanagan Institute and steal a psycommu to test. This operation was a success, however, it quickly became apparent to the Earth Federations design team that by the time they reverse engineered the Psycommu they had stolen and were able to build more, the war would be over. Deciding to at least make use of his new toy, Jamitov decreed that the GM Juggler be designed.
The GM Command was used as the base machine, and modified RB-79 Balls as attack units with each mounting a pair of fire linked beam guns. The Psycommu system would later be incorporated, making it the first of its kind: a Federation Newtype-use mobile suit. The design has barely moved from the test phase, with the only existing unit in the hands of one Danyan Jhouti, EFSF Test Pilot.
Jhouti had been specially selected for the project and reassigned, and although Danyan was barely able to control the mobile suit during the test flight when he was pitted against Thierry Mersault in the Prototype Gundam, he has since proven himself, scoring a great many enemy kills. Jhouti was later used to test the Zephyr Phantom, a Gundam specifically designed to combat newtypes, and emerged victorious. He narrowly survived a battle with the Crimson Lightning Johnny Ridden, and to this day proves invaluable to the war effort. His callsign is "Jester", appropriate not only for his mobile suit, but also his love of practical jokes.
