As their MS-06E Reconnaissance Zaku cannot function on Earth, the Zeon engineers felt a traditional aircraft would fit the same role in a terrestrial environment. The Luggon's huge wingspan and light weight allows it to fly at extremely high altitudes, giving it the ability to spy on targets from far above. A pair of AWACS (Airborne Warning And Control System) dishes on rotatable pylons give it unrequited view over any battlefield.

The Luggon is not really a combat worthy craft, but it is nevertheless armed with two sets of machineguns for self defense should any nosy enemy aircraft decide to investigate its presence. As with all Zeon aircraft, it is Vertical TakeOff/Landing (VTOL) capable.
