Rogues in the OYW were few, but what Rogues there were had a great impact on combat between the two powers. The guerillas in 08th MST, Doan, Miharu, Pergamino, and Kelly in 0083 are all prime examples of Rogues. Rogues in the RPG operate under the same rules as Zeon and Federation members, but also have a few additional rules, and a number of exceptions to the normal rules. The differences between Rogue rules and normal rules are listed below.
Starting statistics and Joining
Rather than start the game with a specified division and lump of VP, CP and RP, Rogues start the game with 1 VP, 3 CP, and a number of points. These points are spent at joining, and each point is worth either 1 VP or 50 RP. 5 points can also buy one of the following specializations: Earth, Space, Moon, or Jupiter. All Rogues start the game with the Operative specialization as well. Rogues do not have ranks and do not have a weekly salary, unless they are part of a team. Rogues can start the game at any location they wish. Rogues do not start with a mobile weapon, but must purchase one with their own RP.
Ships and Fleets
Rogues operate ships and fleets just like a Federation or Zeon member, with the following exceptions. Rogue fleets can have flagships of any class, rather than just Carriers or Battleships. Rogues benefit from both the Zeek MA rule and the Federation MS rule. Furthermore, Rogues get a third special rule dubbed the "Rogue NPC rule"; All Rogue owned mobile weapons and ships come with the Operative specialization.
Repairs
Rogues add 1 day to their repair time for every battle they encounter. This means the minimum amount of damage a Rogue can take is 1 day, and the maximum amount is 7 days. There are a couple of ways Rogues can bypass this rule, which are detailed below. A dead Rogue still remains dead for only 7 days. Rogues repair normally inside compounds they or a government they are Friendly or Allied with control. Note that only damaged and destroyed statuses are increased for Rogues, injuries work as normal.
Shop Purchases
Rogues have their own Rogue shop that they may make purchases from. They can also purchase mobile weapons from either the Federation or Zeon shops, at double the price. Rogues may never buy Services or refits from anything but their own shop list.
Changing Mobile Suits
Rogues may change mobile suits by simply buying a new mobile suit from the shop. This type of purchase requires a Sell action, and their old mobile weapon is lost permanently if damaged. If it is not damaged it can be moved to a friendly ship the Rogue is on if there is room. If there is no room the mobile suit is lost permanently.
Actions - Movement
Rogues move as normal, except that they cannot move freely on and off Earth, as they generally do not control any spaceports. Rogues and their ships can however purchase the Planetary transport service to facilitate transport.
Actions - Battles
Rogues have a fifth type of battle they can engage in, explained below.
Blackouts
A Blackout is a brief and quick ambush where the Rogue tries to keep the target from knowing who is attacking them, or to make them think they are being attacked by Zeon or Federation mobile weapons. This can have ramifications with Diplomacy, where a Rogue can pretend to be a member of one faction to ruin that factions standing with a neutral power. A Blackout nets the Rogue about 5 VP.
Actions - Special actions
Rogues have a number of special actions that only they may make, explained below.
Train
Rogues may make a training action so long as either their mobile suit is undamaged, or they are riding in a Carrier or Battleship. A training action nets the Rogue 2 VP. If the Rogue is engaged by the enemy while training it nullifies the training action. This action cannot be made while injured.
Forage
A Rogue who successfully forages will gain 25 RP at the end of the update, that cannot be used until the following update day. If the Rogue is engaged by the enemy while foraging it nullifies the forage action. This action cannot be made while injured.
Sell
Rogues are allowed to, with an action, sell any items in their possession. In order to make this action the Rogue must not be injured, and the Rogue may not sell items the same day they are acquired. There is a special list of locations where Sell actions can be made, it is found on the message board. Cargo items have special sell rates depending on where they are sold, but other items are sold for half their shop price. If the Rogue is engaged that day the Sell action is negated.
The Sell action is also used for Rogues changing mobile suits or purchasing the Hacker contact. One Sell action can be used to do any or all of the above.
Sieges
Rogues are allowed a special Infiltration action during compound sieges. This is explained in full on the message board.
Territory
Rogues count all territories as Contested, with the exception of Von Braun, Side 6 and any compounds they control, which they count as Friendly Held. Rogue teams can build Installations and contest territory just like the Federation or Zeon, although doing so may attract the anger of the major powers.
Teams
Two or more Rogues may form a team, a group of Rogues that act together as a single entity. Teams must have a home base, which can be either a compound or a fleet, as well as a team leader. Teams do not differ from ordinary Rogue rules, except that they can contest and control territory, and are given salaries every Sunday update just like the two major powers. A teams Salary is 25 RP + 25 RP for every member of team. Teams also have "team RP accounts" which are salaried every Sunday with the teams salary, and can also accept RP donations from the team. Team leaders spend the teams RP account just like his own RP, but can spend it as if he were at the location of any team member.
Diplomacy
While the Earth Federation and Zeon have side-wide Diplomacy scores for each of the four neutral powers, each Rogue has their own individual score for each power, plus scores for the Duchy of Zeon and the Earth Federation. The bonuses and penalties for these scores differ as well, and are explained on the message board
