Saigo walked among the Order's workers, tailed by small group of men in khaki. His white uniform was luminescent in the mid-day sun. Visible on the sleeves of the men was a very vivid Imperial Chrysanthemum, and pistols holstered at their waist. The cultivation of Saigo's faction went well. Though their faces were a mix of races, their demeanor was undoubtedly trained in Japanese etiquette.

At times, he would point his sheathed dirk at a place here or there, inquiring about the methods of construction. The workers would explain quickly with an inquisitive look, as if there was no way Saigo would understand. But Saigo was patient, and devoted to the cause of Rangaku; western study. As the men explained, he would instruct one of his men to copy down words and diagrams in a notebook. Then, just as quickly, he would move on.

It was a productive day, full of learning and Saigo was pleased. He looked forward to taking a hunt in the forests perhaps later, when the sun was lower. One of his man called to him - a few butchered words in Japanese - and he looked up. His intermediary had arrived.

Saigo walked forward with a confident stride, his men flanked around him. He extended his hand to greet the new representative.

"I am Captain Saigo of the Navy of the Greater Japanese Empire, here on behalf of the Brotherhood. I spoke earlier with your associate, a Miss.. Hirderfrons Whetstone? And you are?"
