This is going to be a long answer.
I had a page on the old OYW site that gave brief descriptions of what each NT rating meant, with examples from the show. That page is old and outdated, so I suppose I'll recreate it here, for the betterment of everybody. I have also given the ratings somewhat hilarious names.
NT0 - Oldtype
An Oldtype is an Oldtype. Newtypes and Oldtypes are different at the genetic level, and whether or not somebody is a Newtype or an Oldtype is determined at birth. Some Oldtypes will be, through a mixture of surgery, lots of pills, and psycho therapy, turned into Cyber-Newtypes or Enhanced Humans, but this is a long process and one that is not likely to happen during the RPG. For all intensive purposes, an Oldtype cannot become a Newtype.
That doesn't mean that an Oldtype cannot interact with a Newtype on an extra-sensory level however. While a Newtypes senses are better tuned towards detecting other Newtypes, it is very frequently stated in every series with Newtypes in it that a Newtype can sense the "life force?" (lol Star Wars) of nearby Oldtypes. Further, there are instances in the show where a Newtype communicates telepathically with an Oldtype, although it is assumed that the Oldtype cannot return communication. The best example of this is at the end of the original MSG where Amuro and Lalah warn the crew of the White Base that the ship is about to explode. The entire crew hears the warning, with notably Sayla and Mirai (the Newtypes) hearing it much clearer and being able to ask questions back at Amuro.
NT1 - Newtype Sensitive
Somebody who is NT1 is a Newtype, but may not have realized it yet. Maybe no instances where they display Newtype related traits have occurred, maybe they have. Somebody with this rating probably won't realise they're actually a Newtype until other people point it out to them.
However, these people are Newtypes, and do have a limited degree of extra sensory perception. It is likely that they will only be able to really notice this ability when they're sensing another Newtype. If a Newtype speaks to them telepathically they will hear it clearly, but they will not know how to respond even if they are technically capable of responding. Another Newtype will pick up their presence/pressure very clearly, and the NT1 person might feel another Newtypes, but not really understand what they're feeling. An NT1 person probably cannot feel the pressure of an oldtype, or if they can they won't know what to make of the feeling at all.
Good examples of these are the 3 children in MS Gundam, the children in the last episode of 08th MST, or Katz, Mineva Zabi and Fa in Zeta Gundam.
NT2-3 - Really Really Newtype Sensitive
This is the sort of Newtype that has picked up on the fact that they're a Newtype, but may not have total control of their abilities yet. A weaker Newtype genetically may only get to this level and be unable to progress, whereas a stronger Newtype genetically may reach this level at an extremely early age.
This sort of Newtype will have some understanding and control of their abilities, but higher functions may be beyond them. They will be able to sense the pressure of a Newtype very clearly, and the pressure of an oldtype faintly, and will be able to clearly distinguish between somebody who is a Newtype and who is not. They may not know how to communicate with somebody telepathically, but in moments of distress or when they're very emotional they may do so accidentally. Likewise, they may be able to read/hear the thoughts of other people, but only on accident. If another Newtype speaks to them telepathically, it will be possible for these Newtypes to respond, although they won't know exactly how they're doing it.
Good examples here are Mirai and Sayla in MS Gundam, Amuro in early episodes of MS Gundam, as well as pretty much half the characters in Zeta. Probably the best example of this is Camille in the first two episodes of Zeta Gundam.
NT4-5 - Newtype
These characters have a fully developed Newtype psyche and are fully aware of their abilities, but have not quite unlocked some of the higher functions that a more skilled Newtype will be capable of. Generally nobody is born at this level and it is not a level people get to by accident, it requires actual training and understanding of what Newtypes are and what they are capable of. Sometimes a NT3 individual will reach this level spontaneously after meeting and interacting with a more skilled Newtype, such as when Amuro met Lalah.
This category of Newtype will be able to fully use the more simple Newtype powers. They will be able to sense the pressure of everybody, and pinpoint exactly where other people are in relation to themselves without seeing them. They will know another Newtype when they see one, and will also probably know their name and limited character traits just on seeing the other Newtype. They will be able to speak telepathically to other Newtypes, and when emotional/in distress may speak to oldtypes accidentally, or cause oldtypes to feel their emotions briefly. With concentration, a Newtype in the higher end of this category may be able to feel pressure from non-living things, like when Gyunei spots the nuclear missiles in CCA.
The best examples of this sort of Newtype are probably Gyunei and Quess in CCA. Amuro and Char at the end of MS Gundam are also good examples, as are Char in Zeta/CCA, Camille throughout most of Zeta Gundam, Seabook and Bella Ronah in F91, and Carris in X.
NT6-7 - Skilled Newtype
These sorts of Newtypes are capable of all of the above, but have also been able to hone their abilities to the extent where they can actually manipulate things on a physical plane. Most Newtypes will never reach this level of skill and coordination, only a few rare individuals having these sorts of abilities. Every Newtype who reaches this level may manifest their abilities in different ways. Newtypes of this category will also be able to interact and speak with other Newtypes long after their death, and living Newtypes in this category will be able to interact with dead Newtypes, usually in dreams.
A Newtype of this category, among other things, will be able to read the minds of other Newtypes and oldtypes around them to varying degrees. Speaking to other Newtypes telepathically will be easy, and speaking to oldtypes telepathically will be quite possible.
In addition, Newtypes in this category will have other more ridiculous powers. Examples of this from the shows include, but are not limited to: Scirroco and his famous Camille mind-rape, Scirroco and Haman fighting each other psychically while dueling, Lalah assisting Amuro in speaking to the entire White Base crew at once, while she was dead no less. Four floating and taking control of a Psycommu system from several dozen meters away, and Amuro's famous Psyco Frame assisted miracle in CCA.
Good examples of these sorts of Newtypes include, Four in Zeta, Amuro at the end of CCA, Scirroco and Haman in Zeta, and Camille at the end of Zeta.
NT8-9 - Pretty Spectacular and Amazing Newtype
These Newtypes will act like the above category, but will exhibit even rarer and more spectacular abilities, and will exhibit them much more often.
The best and possibly only example of this category is Tifa Adil in X Gundam, who consistently and very accurately predicts the future, and is able to sense Newtype pressures from halfway across the planet. Lalah behaves this way as well from time to time in MS Gundam, but as young as she is and as quickly as she dies it is hard to tell exactly what her rating would be. Yuri from Gundam Evolve might also fall into this category, for forcibly taking control of a psycommu from another pilot who was attacking her.
NT10 - Jesus?
I'm not really sure I have a good example for this one, I haven't finished watching ZZ. Lulz.
