Piloting mobile suits. Duh. Does VP affect jeep driving, or vehicle mounted machine gun turrets? If yes to the latter, does it affect fixed machine gun turrets?

Vehicles have their own crew, but in the offchance that a marine jumps into something, yes they use their VP.

Does that apply to the vehicles that PC Marines and Panzers have in their optional armaments (Bloodhound & Weasel & Wappa)? Is combat when those troop transport vehicles get involved determined by VP or CP?

Weasels, Bloodhounds and Wappas are assumed to use CP for piloting.
Wappas are just motorcycles basically, and Weasels and Bloodhounds would come with a pilot who should have his own VP score so just use the infantry's CP score as the Bloodhound/Weasel pilots VP.
A couple bases and patrols have Weasels or Bloodhounds, which operate like a normal tank.
