The more I think about it the more it doesn't make much sense to attack this base. Sure it's one of the weaked Federation bases but there are other targets out there that make more sense.
I don't know what you guys have posted in your officer's board, but looking at the following gains from a capture/defeat are not much:
It lacks many major advantages which I would label as benifical to the war:
The RP gained from the Malta attack would likely be taken up by purchasing replacement units, the remaining ships would be open to Federation counter-attack, and since the area is contested, there will not be a change in the patrol count for the area.
To take Europe for Zeon control would require us to go after Belfast, which has multiple Lunar Titanium units and a large ship/aerial presence.
If the TAF felt able to take them both down I'd reconsider wanting to pull the Malta attack. Belfast is a Priority target, it has one of the Federation's War Factories which would put a serious dent in the Income Side RP of the Federation.
I simply feel the attack on Malta would be for show and bragging rights, leaving little gained in the end and perhaps more lost.
I know you were planning on buying ships, I can't recall what kind but could I recommend you examining the following fleets.

The first two are aerial targets. With a Gaw and some aircraft you should be able to do damage to them easily. The number of aircraft they have is less than Malta, about a dozen. If anyone knows Zeon tech, can the Dodai YS deploy with mobile suits from a Gaw? Taking out the resource targets would net the winners 2000 RP, or 4 times as much as the base attack.
The Naval convoys have two destroyer class ships with about a dozen aircraft, half the multi-roll Don Escargot and the other half being Tin Cods. Four targets per fleet, 250 RP each. 1000 RP to be gained, double the base's output. The fleets have a large focus on AA with the Hillocks. I'd recommend seeing how the Acguys in a Jukon would do against them. Perhaps pass under and drop the units, then leave the area, drawing the attention of the Anti-Sub aircraft if detected.
Keep in mind that with the Naval attacks, the smaller the better. Due to detection, it would be quite possible to plan out these fleet strikes to happen simultaneously. With units like the Z'Gok and Acguy going with the Naval attack and the PCs in the Gaw after the Medeas.
Hit one or two of these, get some more ships or mobile suits with the earnings, and then hit the base with a large enough force where it would be a certain win. I feel it'd be a better start than rolling into Malta and returning in defeat or an empty victory.
