I would say to err on the side of defense, last run Ket explicitly mentioned that the game won't function well if both sides just attack, and never defend.

Then it won't function well.
We should try and break the siege on Manila for sure, but I think killing the 42nd takes precedence over defending the mines since those don't have enough defenses to repel a single MS team, let alone a fleet. Then we can get to the business of killing the supply fleets.
