If dummy missiles are free for PCs and "Named NPCs" (which means little for ship captains, since you'll only have a few and you can just give a tiny little simple bio), and you can get 1 per missile (Does this mean per missile launcher?) then isn't this a bit overpowered for units with multiple launchers like publics, salamises, and musais?
A single salamis could create 12 ships every single time it fought, and there's no RP limit. Those ships could well be Magellans or Pegasus or Gwazine or anything.
In light of this, what advantages do you get for paying for the service? Especially since the ship missiles can be used in enemy territory.

Ship missile launchers can't be used to fire dummies in a pre-fight. They have to be used after the battle has begun. Also, a ship can only fire balloons of its own ship type.

Ah, okay. So it's possible to know which one is the real one, since they appear after the start of battle? Yeah, that's enough of a downside to make it work out. Thanks.
