We're not doing so hot here. Through miscommunication, lack of communication, some absences, rookie mistakes, etc. we're kinda sucking right now. So I have a radical proposal.
We break up into three groups, each headed by an officer. I don't want to force people into groups, but nor do I think it wise to leave who joins what force completely up to the enlisted. So each officer thinks up their own objective. One may want to go help out White Base. One may want to harass Europe. Whatever. Then we break up the ranks into suggested assignments to each group, and let them know they are suggestions. I think most would go along with it, with a few joining groups otherwise, but that's okay. We then leave each group more or less to themselves, though still open to communication and cooperation.
