if a PC purchased a Mine, but added it onto an already existing location, would the owner of the original location get the RP generated, or would the purchaser of the Mine get it?

Only the owner of a base can purchase add-ons or build on top of it, so the question is moot. The mine doesn't count as a separate facility when it's added on to a base.
