I've been mulling over this off and on at work, but basically I believe I have invented a solid set of standards and procedures as far as how to address both of the constant thorns in our side: The African Union, and EFGF.
We know for a fact that the AU and EFGF have a good working relationship. The EFGF (apparently) contracted the AU to destroy our mines, that much is clear (even though it's likely that the AU would have went after them anyway). I think we could potentially use this alliance against them, for the greater good of Zeon.
Basically, the Shoji Doctrine (obv not a final name, but something to put down for now) goes something like this:
1) We contact the African Union / "Earth-based rogues in general" with a job offer. The reward would be significant, depending upon the risk, but not unreasonably high or low. I believe 350-500 RP would be adequate.
2) Basically, we would ask them to scout out an EF installation that we do not presently have a scouting report for. Ideally, it would be one that we have little/no interest in assaulting anytime in the near or distant future, or a base that we would like to attack, but not for a little while. Good examples would be:
- Azora (Atlantic Ocean fortress)
- Jaburo (South America fortress)
- Augusta (West Arctic fortress)
- Torrington (Australia fortress)
- Ceylon (Indian Ocean fortress)
- Honolulu (Pacific Ocean fortress)
3) This stage of the plan, although the most critical element of it, has little to do with us. I believe at this point, whether they choose to accept or not, they could approach the EFGF with information in order to secure more RP for themselves or more good will with the Feds. This, in turn, could influence the EFGF into moving personnel, equipment, and financial resources into conflict areas that we will NOT be in.
4) If the AU does at least appear to succeed in their mission, we would of course pay them for it - whether or not they actually give us a real scouting report is of little consequence. The main idea here is that we use the keep the AU occupied (and not attacking us) by using them to misdirect the enemy EFGF forces. This will give us a cleaner shot at achieving the two tough, crucial objectives we will be working towards in the next two weeks: control of Europe and East Asia.
Notes
- This plan would work best in conjunction with cloaked movements on our part. For example, we could "pretend" to move to the areas the scouting would be taking place, then turn and hit our true objectives while the EF tries to get organized. What Chris has done with STFU (appearing to move to Australia) is a good example.
- It may also assist us to emphasize in the initial request that this information should be kept as private as possible; after all, such a qualifier might give the appearance that the scouting report is information that we would like to act on immediately.
