Can you purchase units for ships/fleets if you are at the same location on the map as them but not a tenet of the ship/fleet.

To clarify can I purchase stuff for ship/fleets I do not own without being ON it but being at the same location on the map as it?

No. It says it right there. You have to be AT the location if you do not own the ship/fleet.
"You may purchase mobile weapons, WMDs or pilots at your position at any time, or for a base/ship/fleet if you are on it."

However, you are allowed to move from one fleet/ship to another, buy shit for them, and immediately move back.
