The sovereign nation of Netherlands,
UNDERSTANDING the treaty signed by the sovereign powers of the Earth Federation, Duchy of Zeon, Riah Republic, Jupiter Fleet, Lunar Management Corporation, and Colonial Management Corporation on 31 January, Universal Century 0079 in Bolse Station, Antarctica, hence forth known as the Antarctic Treaty,
CONCERNED over the actions taken by forces of the Duchy of Zeon during events surrounding the Earth Federation's attack of the Zeon installation named Odessa on November 7th, UC 0079 that clearly break Article I of the Antarctic Treaty,
APPEALING to the best interests of humanity,
DESIRING to prevent further uses of nuclear weapons,
Have requested the following:
Article I
The sovereign powers of Earth Federation, Duchy of Zeon, Riah Republic, Jupiter Fleet, Lunar Management Corporation, and Colonial Management Corporation:
(1) Meet on November 15th in the neutral territory of Bolse Station, Antarctica to fulfill their responsibilities Article VI and discuss the state of the treaty.
(2) The Agreement of a temporary ceasefire between all parties in travel to discuss the treaty and within all military forces within 250 km of Bolse Station in effect until two days prior to the end of negotiations at Bolse Station.
Article II
The sovereign powers of Riah Republic, Jupiter Fleet, Lunar Management Corporation, and Colonial Management Corporation do formally condemn the actions taken by the Dutchy of Zeon involving the use of nuclear weapons on November 7th, UC 0079.
