You could solve the problem by creating simple HTML forms that people can fill out. That way they will ALWAYS be in the format you want.

That could work if I never got emails that were 3 pages long and included a dozen different if/then statements, conditionals and actions for a billion ships.
If you want to code a script that can handle that, be my guest.

But it does work, a text box would do it. You could set the character limit to whatever you want. In this case I would guess unlimited.
However, if you want to be crude then write up the format you want for particularly common requests so that players can copy that into their emails. Like you've done here but for all requests so that players can copy them into an email and edit to there choosing.

Indeed, then I suggest they be put in the rules as the expected format of choice. As obviously they are not being followed. Myself included.
