My plan is for the ZEF to move to L3 and build a fortification/fortress there. This depends if the fleet is in +4DE or not once the site is fully updated.
Gonna have to rename the ZEF to something else.

The ZEF will be absorbed into JINYUAN Industries as their workhorse fleet. This means they will go hidden in L3 at the hidden JINYUAN Industries HQ. Zeon pilots are free to join the new fleet.

This is pretty much the end of the line for Banks. If Florian or a few of the other original ZEFers were around, he'd likely stick around, but since that's not the case, he's pretty much got no fight left in him.

Considering that the Zeonic Expeditionary Force essentially engineered the ceasefire, does that mean that they have or are planning to surrender?

That effectively dismantles most of your plan. Your breakout does not need to be in vain though. You can still move everyone to Kimberlite and continue to fight.
