I demand to see what the Lunar Union seeks from me, other than not being destroyed. You must travel to the Dagobah System and learn the ways of the Force from Yoda. What Side is that in? |

That seems to contradict on 2 levels, since:
1) The email stated the shop purchase was for the Medea Chicken Parmesan something not voided anywhere in the rules prior to your main-page post last night. Since you've stated numerous times that there are rules changes between OYW and 0083, the lack of any indication that services were only available for PC units and not their NPC forces appeared to be one of these changes you've told us to take note.
2) The services state they must be purchased for a battle, which a Detect does not trigger, therefore no battle exists in which they could be purchased.
If, despite being contradicted on the above two levels, it still is ruled a purchase, I would suggest further clarification on the Services section of all 3 sides' shop page (don't intend that to sound snappy, you did ask us to look for gaps in the rules after the change from OYW to 0083, which if this is true would constitute one such gap)

Jeremiah Black was looking over maintenance reports as he entered the bridge of the Rum Runner. The ship's pace was steady, space was clear of dangerous elements, and the entire crew seemed relaxed. Even with a looming company crisis, the day-to-day elements of the business still needed operating, such as delivering materials to paying customers, which was why the cargo hold was now loaded to the brim with Luna Titanium.
"What's our ETA?" he asked, settling in to a workstation and scratching Captain Derpy Hooves behind the ears. She barked happily.
"Only three days to go, sir," the pilot reported. "We're making good time."
Jeremiah looked and out the viewport. He should've been able to see their destination in the distance, but all he saw was open space and, further off, Earth.
"How does it take three days to get to Side 3?" Jeremiah wondered.
The pilot and co-pilot looked at each other, then back at Derpy Hooves.
"The captain ordered us to go in this direction, sir," the co-pilot answered, gulping.
Jeremiah sighed and facepalmed. This would affect their delivery schedule for sure and likely lose them an on-time bonus.
"Bad dog! You steered us in the wrong direction!" he scolded the captain. "No treat for you!"

100 SP missing from Scarth's account due to a shop action on Monday, 10/11/11, that was negated by service/location ruling. Lack of services should equal refusal of payment.
Prior balance = 305SP.
