It doesn't have everyone who ever played, but it has everyone who made it through to the end. To you players: This commemorative plaque also doubles as a commemorative souvenir, a small memento of your friends and enemies. If I got something blatantly wrong, pm me in chat; if you post it in this thread, I will ignore it. Some of you e-mailed me character changes. I never got around to changing them, unfortunately, and I won't do it now. The whole 'give a quote about OYW' thing also fell through, as there was no way I was going to be able to fit all of that text on even a 1920x1080 picture. Please repeat your quotes here. INSTRUMENT OF SURRENDER FOR THE INDEPENDENT DUCHY OF ZEON

1.
The Independent Duchy of Zeon, hereafter referred to as the Duchy, shall surrender to the Armed Forces of the Earth Federation, hereafter referred to as the Federation, under the following provision:




ARTICLE I.
All military personnel and civilians engaged in auxiliary roles (including but not limited to: shuttle pilots, conscripted medical personnel, chaplains, and privateers in the Duchy’s employ) shall surrender their weapons and positions to the nearest Federation authority within six hours of the signing of this document.

i.
Handheld weapons, artillery pieces, and any similar weapon must be safely disarmed and stored for retrieval by Federation forces. Armed surrenders shall not be accepted.

ii.
The only exception to the provision outlined in section I.ii concerns officer side arms. Lieutenants and above may present their side arm directly to an officer of equal or higher rank.

iii.
Mobile suits in the field are to be left evacuated with cockpits open for Federation retrieval.

iv.
Ship surrender, in general, shall be negotiated on a case by case basis by the surrendering officers and the Federation officers receiving the surrender. Military personnel onboard should comply with provisions I.i-iii.




ARTICLE II.
As of the signing of this document, the Duchy shall cease to exist as a formal polity. It shall be replaced by the Republic of Side 3, hereafter referred to as Side 3.

i.
Side 3 shall be considered an Occupied Protectorate of the Federation for six months following surrender.

ii.
Supreme authority in Side 3 shall rest with the Federal Occupation Authority.

iii.
The Federal Occupation Authority shall administer all civil and military functions in Side 3.

iv.
Any private and government entities within Side 3 engaged in the war industry, research or other military function, shall be dismantled or sold to the Federation within six months. Failure to comply with provision II.iv shall result in the forceful repossession of said entities by the Federal Occupation Authority.

v.
In addition to its civil and military roles as stated in provisions II.iii and II.1v, the Federal Occupation Authority shall draft a new constitution, to be approved by referendum.

vi.
The Royal Parliament of the Duchy of Zeon shall be dissolved and reformed as the Parliament of the Republic of Side 3, with the same membership and seating.

vii.
Within six months, parliamentary elections shall be held, to be overseen by the Federal Occupation Authority.

viii.
No former member of Zeon's war-time government shall be allowed to stand for election.

ix.
If the Federal Occupation Authority is satisfied with the elections mentioned in provision II.vi, it shall transfer full sovereignty and all civil functions over to the Government of the Republic of Side 3.

x.
After the transfer of civil functions over to the Government of the Republic of Side 3, the Federal Occupation Authority shall retain authority over Federal garrisons in each colony in Side 3, as well as fleets patrolling Side 3 space.




ARTICLE III.
As a show of goodwill and a desire for peace and friendship across the Earth Sphere, the Federation shall provide for the repatriation of all Duchy military and civilian personnel in its custody within three months of the complete cessation of hostilities.

i.
In the event that hostilities continue after the signing of this document, the Federation may be unable to repatriate Duchy personnel.

ii.
The only exception to the General Provision for Repatriation of Duchy Personnel (as outlined in provision III) shall be regarding Schutzstaffel (hereafter referred to as SS) personnel. After surrender, all SS personnel shall be separated from the general Duchy prisoner of war population and shall be held beyond the three months outlined in provision III so as to determine what, if any, liability every individual SS soldier and officer shall bear regarding war crimes committed on Earth and in the colonies.

iii.
Within twelve months of the cessation of hostilities, trials for all SS personnel for whom there is a reasonable suspicion of war crime culpability (as defined in provision III.iv) shall commence on Earth, to be held on Side 3.

iv.
War crime shall be defined as any crime against humanity or contrary to the rules of war, including but not limited to: the intentional killing of civilians, the killing of prisoners of war, the use of weapons of mass destruction after the signing of the Antarctica Treaty, the intentional destruction of civilian habitations in a non-military context, the dropping of colonies or any other large space-born objects with the intention of causing mass destruction and loss of life, and the small scale use of any chemical or biological weapon against civilian populations.




ARTICLE IV.
All former Duchy personnel shall be eligible to join the Federation Armed Forces twelve months after the cessation of hostilities.

i.
Former Duchy personnel may enter the Federation Armed Forces at a rank one grade below their former rank.




ARTICLE V.
Side 3 shall commit to paying reparations to the government of the Earth Federation, as a symbol of contrition and goodwill.

i.
The aforementioned reparations shall begin not more than twenty-four (24) months after the cessation of hostilities.

ii.
Yearly reparations shall begin initially at 4% of GDP, to increase bi-annually by 2%, and shall finally be pegged at 22%.

iii.
Reparation payment shall continue yearly until a sum equivalent to 75% of the Federation’s military expenditures during the year of 0079-0080 has been paid.




ARTICLE VI.
The Duchy shall withdraw from all holdings on Earth, specifically those in the regions of South Africa.




ARTICLE VII.
The asteroid fortress and mine AXIS shall remain within Side 3’s sovereignty after the cessation of hostilities.

i.
When possible, Federation garrisons shall occupy and administer all of AXIS’s industrial and military functions. Side 3 shall retain ownership of AXIS and any profits from its industry.




ARTICLE VIII.
Granada shall dissolve its government and hold elections within six months of the cessation of hostilities.

i.
No former member of Granada’s war-time government shall be allowed to stand for election.

ii.
Within one year of the cessation of hostilities, the government of Granada shall assume all military, industrial, and civil duties of state.

iii.
Any private or government corporation engaged in the war industry shall, within one year of the cessation of histilities, adopt new business models for the civilian sector.
