The pursuit of knowledge is everything to him. His crewmates often complain that "the guy just has too much shit" and resort to calling him "Scuba Steve" because of all the stuff he carries - books, maps, measuring devices and nautical supplies. Needless to say, Hirsch is not too concerned with people since they make it difficult for him to befriend them anyway. In combat, Hirsch is a reserved tactician with an inclination for retreats instead of taking damage. He is willing to put the work into reconnaissance in order to analyze troop movement and fight battles on his terms. Under normal circumstances, Hirsch rarely ventures out of the sea, thus allowing him to barrage land targets and easily escape from danger. Drawing the enemy to the water is his best bet. In underwater combat, he focuses on destroying mobile suits with his speed before using his larger torpedos against ship transports. Appearance: Skinny. Sports medium length hair, thick black glasses and exaggerated body proportions. In combat, he wears a wet suit marked with the Earth Federation insignia and helmet. His cockpit is always full of junk. History: Hirsch had always been told that he came from a long line of travelers. Family lore suggested that the Muncheks passed through Biblical Palestine, Ancient Rome, Spain before the Inquisition, East Asia and Germany until they settled in America shortly after the break of the Second World War. At the height of space colonization, Hirsch's grandfather jumped to the opportunity to explore the water oceans of the Jovian moon, Europa. Equipped with a submersible vessel, recording equipment and a handful of other brave crewmen, his grandfather returned to Earth a hero nearly a decade later. Naturally, Hirsch followed his footsteps, and studied underwater engineering in college and later enrolled as a submariner in the Earth Federation Naval Academy responsible for continuing his grandfather's work. Much of his adventure consisted of solitary expeditions in which he recorded water pressure levels and signs of life in the deep depths of the moon. Years of research came to a halt following Operation British and Hirsch was sent back to Earth for redeployment in the experimental Aqua GM tailored to his underwater expertise. His family has since been relocated to Brazil's northeastern shore. |

My name is Phuong Vet Kha, senior engineer at Southeast Asia HQ. I was recently assigned to the RAG-79 Aqua GM and its pilot in the field to study the effectiveness of our experimental unit against Zeon's amphibious mobile suits. Building on the progress made with the GM Diver, the Aqua GM demonstrated its utility in neutralizing all types of Zeon units - Acguy, Z'Gok and Gogg. While lacking in armor, the unit was able to outmaneuver the enemy without compromising its weapon payload (see attached disc). Reports from the first siege at Manila indicate that the unit was too fast for the infamous Gogg that not too long ago tore our ocean fleets apart. As my footage from the recent siege demonstrates, the Aqua GM compensates for its slower speed with an assortment of armaments for increased attack potential against Z'Goks and Acguy mobile suits.
Although we were unable to test the surface-to-surface missiles, I would argue no such test is needed. The unit is designed to operate at its full potential in underwater combat, not storming beaches or ports. The GM Diver already fulfills that niche. My footage further illustrates how guarding naval ships and hunting amphibious mobile suits are more suited for this weapon, thereby giving us full range to secure the waters and surround an enemy base. If the EFGF were to mass-produce the Aqua GM, I am certain it would change our fortune against Zeon's amphibious arsenal and stealthy Jukon submarines. To this end, we will win the war by controlling the seas and supply routes.
On a side note, I would like to recommend keeping Private Hirsch Munchek on the test unit despite Colonel Leung's objections. Munchek is the most experienced naval pilot on record, it would be our loss if we were to lose him. Claims of psychological distress in his record are inconclusive, nevertheless it is important to not reveal the details of this study to him.
In this envelope, I've attached a series of documents to support my claims, including photographs, filmed documentation and charts. I hope this evaluation will be of some use.

Originally consisting of the Aqua GM and three Divers, the group lost one member when Zeon force launched an underwater attack against the 87th. Thereafter Manila was left in ruins and the fleet disbanded, but the aquatic team remained under Hirsch's leadership and later included a Don Escargot team. Their prowess in aquatic warfare has made them an indispensable component to any defensive strategy. Name: Gajendra Pondicherry Mobile Suit: GM Diver Rank: Private E2 Age: 41 Hometown: New Delhi, India History: Gajendra was born into a high caste with a strong military tradition in his family that stretched back to the days of the British Raj. When the Federation finished their fortress in India, the Pondicherrys were quick to assume an influential position within the EFGF by promoting the foreigners' presence. Gajendra eventually began his military career as an infantry officer and fought along Southeast Asia during the first months of the One Year War. However he was able to arrange a transfer to the GM Diver after realizing the importance of mobile suits in this new age.  |

Name: Mar Catalan (DECEASED)Mobile Suit: GM Diver Rank: Private E1 Age: 30 Hometown: Buenos Aires, Argentina History: Raised in the slums of Buenos Aires, Mar eventually wandered the world like a natural vagabond. She left her family early in her life, joining instead bohemian painters and musicians on the streets, and made a living as a dancer. Her free spirit, artistic talent and beautiful looks took her all over, but an economic downturn forced her to return back to South America. With no money or family, she enlisted in the EFGF and shipped to Jaburo where she was assigned the GM Diver. Mar believed it was her natural prowess in dance, which she showcased at the base's talent show, that helped her avoid infantry divisions.  |

Eliza also left home on a trip of self-discovery to Israel where she explored the long history and religion of her people. Descendent of Holocaust survivors, Eliza grew to believe it was her right, and duty to protect the Jewish land from critics and terrorists alike. Her righteousness fermented when she settled in Jerusalem, a place still torn by civil strife after countless decades of conflict, and joined the defense forces, claiming hundreds of lives in her ten year military career. Although Eliza later returned to New York City and had children, she maintained an influential role in Middle Eastern politics and military operations. Name: Carmen 'Bo' Sousa (DECEASED)Mobile Suit: Aqua GM Rank: Private E1 Age: 29 Hometown: Recife, Brazil History: Although introverted as a young girl, Carmen emerged a forceful woman when she reached adulthood. She did not have any patriotic reasoning for enlisting nor follow in anyone's footsteps. She simply told her family she was planning on killing some men and walked out the door. Carmen is a known butch lesbian and alcoholic, which she demonstrates by cutting her hair short and drinking every night of the week. Although unfavorable of mobile suits, she believes it is her duty to prove that women are just as efficient in war.  |
