While California had an ocean and a powerful nation protecting it, with no small fleet stationed in both places, Australia did not. Sydney was the final move in the region to bring all of Australia under Japanese control, and while they lacked a powerful military, they still managed to make a potent base, one which the Japanese Empire still makes use of today.
