With much of the Eastern Seaboard wrecked by tidal fluctuations as a result of the colony drop that destroyed New York, most major Alliance naval operations were moved into the Gulf of Mexico. The Portland base, though close to the ocean, was constructed as a large-scale airfield and supply point rather than a dock facility, owing to the difficulty in navigating the Atlantic along the East coast of the United States. Supplies, troops and material moving further North into Canada typically refuel at this complex, with the same true for those headed South as well.

As with other Alliance bases, there is no firm defense perimeter, with the hardened hangars and structures used as flexible points of defense for the base’s mobile suit contingent. The three major runways form a vaguely triangular pattern with the base itself in the middle, creating something of a “no man’s land” of tarmac and concrete for forces attempting to approach from outside.
