Perhaps due to its unique location, the Atlantic Federation’s Argentina Sector Command remained essentially unmolested through the collapse of its parent government, and was eventually abandoned by its garrison when the paychecks stopped being delivered. The base was reactivated by Los Libertadores in the late 220s, and forms a principle asset on South America’s east coast for the Council.

The base is built in a network of excavated tunnels and chambers below the city of Buenos Aires, which survived both the Interregnum and the destruction of the Guild War period with little in the way of damage. The main points of entry or exit are the large submarine gates directly in front of the former Jorge Newbery airport on the Río de la Plata – the runway is now utilized as an airfield by the military garrison, from which elevators provide access to the mobile suit hangars below the surface. The internal layout resembles an amoeba-like shape extending under different portions of the city to different distances, including a number of secondary elevators that allow deployment of garrisoned units into the city interior from multiple points. Defense is centered around the airfield and the entrances to the submarine pen, as these are the only nominal topside facilities that are not covered by the city’s surface.

Because of the risk of detection and infiltration through the underground complex, the Federation engineers developed a variety of means to preempt security breaches through the elevators and their connecting passages. Elevator controls can be remotely cued from the command center, overriding the individual lift operations. Further, in addition to security gates meant to stop mobile suit-sized weapons, different sections of the underground can be sealed off from the rest of the complex via controlled demolition of the connecting tunnels. Finally, six designated tunnel junctures are also uniquely constructed to allow laser batteries on the surface to drop down through the ceiling for directly attacking invading enemy units.
