Xijiao is a very large surface-level base intended specifically to provide a protective and garrison force to the Human Reform League’s capital of Beijing, and served as the overall command center for the League’s eastern division. The fortress was constructed with typical “Communist Inelegance” about eight miles to the northwest of the Forbidden City, and was formerly home to an enormous mobile suit garrison along with almost every model of cannon and other artillery known to man. Since the reorganization of military forces under the Earth Union the base’s significance has decreased somewhat, and while “condensed” in terms of total forces and combat power the installation remains a major bastion in the Union’s defensive scheme.

Originally crafted to act as a staging point for many mobile suits, the sprawling bomb-proof hangar complex adjacent to the airstrip are now used as repair bays (League mobile suit maintenance was typically performed in the open), with modern mobile suit storage facilities constructed below the surface with launch shafts and elevators providing access to the tarmac. Defenses are focused in and around two flattened dome-like structures, one on the northern end of the airstrip and the other at the south, from which a massive battery of beam cannons are placed in individual turreted mounts. Missile launchers are installed in the runway in similar slide-open panels to the hangar access shafts, while a handful of additional positions are hidden in retractable batteries around the main base concourse on the west side of the runway. The base’s command center is below the surface as well, hidden under the southern gun battery complex – the surface control tower and radar array are purely secondary structures.
