The twin cities of Rio Grande and Porto Alegre came to become Brazil’s center of government and culture after a fragment of the colony that destroyed Lima impacted between Rio de Janiero and São Paulo, ruining both cities beyond habitation. This also transformed the Lagoa dos Patos into a critical shipping and economic center on the continent, and as a result it became a natural point of control for the Atlantic Federation. Porto Alegre is now the capital of the Reino Estado Novo, and a key command and control center for the Council.

The base’s construction on the previously unoccupied Ponta Rasa peninsula just north of the entrance to the bay allows for total control of access to the body of water, as well as providing direct line of sight and support capability to the city of Rio Grande, while the large mobile suit garrison is within easy patrol distance of Porto Alegre to the north. The overly-tall perimeter wall serves a dual purpose of protection from both enemy attacks as well as unpredictable tidal fluctuations, ensuring that the base stays dry even during periods of exceptional swell, while a great deal of fill in the interior allows for the construction of subterranean mobile suit hangars and other infrastructure without putting them below the water table. The base is shaped like an irregular pentagon, which creates adequate space for the triangular triple runway airfield that takes up most of the interior. The topside structures occupy the inner section created by the airfield, with the stretches between the runways and perimeter wall used as a drill and parade ground. A medley of defensive gun batteries dot the top of the wall like parapets, while several massive missile batteries are positioned near the center of the base to provide fire coverage for the entire nearby area. The Sector Command benefits from being able to “piggyback” radio and radar scanning from civilian arrays in both cities on either end of the bay, giving it an incredible sensor radius along the coastline and far inland as well, which can be of great use in directing mobile suits or long-range missile attacks.
