The area composing the resource-rich Kyrgyzstan and parts of southern Kazakhstan is jointly operated by both the eastern and western fronts of the Human Reform League, leading to an interesting blending of design aesthetics.

The Kyrgyzsky Military District is home to many areas of prodigious subsurface resources, with sprawling oil fields in the north and deep mines of rare ores and minerals in the mountainous south. To best control the area, the League essentially shaved the top of an entire mountain off, planting their base on the flat surface. Called the People’s 23rd Tien Shan Economic Base in eastern front parlance, taking its name from the mountains in which it sits, the fortification forms a citadel atop the decapitated mountain, with its walls perforated with barrels of weapons and missile launchers peeking over the top. The interior resembles a volcanic caldera, with the base structures set below the edge of the wall thanks to additional excavation. A winding roadway cut out of the sloping mountainside allows access to the base, and is intentionally designed to be quite vulnerable to fire from above in the case of an enemy land assault. A network of tunnels exists below the base, left over from the construction work, and some are large enough to accommodate mobile suits. The existence of hidden sally ports and gates accessing these tunnels from outside of the base is a closely guarded secret.
