Fort Shelikov is the Earth Union’s northernmost port installation on the Pacific Ocean, serving as the base of operations for Union patrol groups in the North Pacific as well as acting as an adjunct facility to the Union’s global headquarters at JOSH-A. The base is tucked into an inlet of Three Saints Bay on the mostly-unpopulated Kodiak Island, providing a stable port along the tidally-unstable Alaskan coast. Strong conveyor currents prevent the bays from freezing over, allowing year-round operation with access for even high-displacement vessels. Large-scale dredging has significantly increased the depth of the inlet, as well as providing the reclaimed land on which much of the base is built.
Fort Shelikov abuts a mountain on the eastern side of Three Saints Bay, with the docks spread on either side of a very large airport/mooring strip that juts out prominently into the bay. In addition to allowing for a large amount of aircraft and mobile suits to be quickly fielded at once, retractable mooring masts can be raised up along the airport’s center line to allow for Baikal-class ships to be serviced. Most of the base’s defenses are tucked below the main airstrip to permit coverage over the majority of the dock facility and base concourse, although there are a handful of positions hidden in camouflaged batteries in the face of the mountain facing the bay. Mobile suit hangars are constructed as reinforced bomb-proof buildings with inbuilt repair bays, and include a missile launcher set into the roof for point defense. The command center is positioned in a large but low dome on the western perimeter, which extends deeper below ground than above.
