The Itaipu hydroelectric dam is one of the largest in the world, and in addition to providing flood relief for much of Paraguay and Uruguay is also a major source of electrical power for a good portion of southwestern Brazil in addition to those areas. To protect the base from attacks by guerrillas as well as potential enemies from other governments, the Reino Estado Novo constructed a large military base on and around the dam. This arrangement had the side effect of promoting unity and patriotism among the numerous communities downstream, as their municipal electricity as well as safety from flooding depended on the dam.
The majority of the base’s infrastructure, including its reinforced mobile suit hangars and subterranean command center, is positioned directly behind the dam opposite the main sluice, while some of the facilities are on the opposite side of the spillway on the flatter terrain, including the airfield. With all the paving work done on either side of the dam, the only natural terrain feature left is the relatively unspoiled strip of land that separates the main sluice at the base of the generator house. For defense of the base, a massive number of laser cannons, whose power draws directly from the dam’s generators, are positioned in blockhouses along the outer rim of the dam. This position makes them by far the highest point in the nearby area, and they can fire down into the sluice and base interior as well as out over the reservoir equally well. Beam cannons, including several massive batteries likely stripped off of Old Earth Federation battleships, supplement the laser batteries and are installed in great bunkers on either side of the dam with leviathan conduits connecting the weapons and the generator house below the surface.
Because most of the base would be flooded in the event of the dam rupturing, little expense has been spared in its defense. The water would quickly dissipate a beam weapon attack from the side of the reservoir – to protect the interior side, a primitive but effective anti-beam laminate was painted on the southern face, although concerns about the toxicity of the substance and its effects on the water supply were never addressed. A large torpedo net runs on buoys positioned some distance inside the reservoir, protecting the deeper portions of the dam from attack from below the water, and the base’s Valients have been provided with hand-held torpedo launchers in the event of an amphibious attack from within the reservoir.
