Irkutsk is the Earth Union’s main military garrison in resource-rich Siberia, and acts as a coordination point for more outlying bases and facilities. Its placement along Lake Baikal coincides with a large power-generating dam on the end of the Angara River, which provides a good portion of municipal electricity to the far-flung communities and resource extraction sites in the southern Siberia area. The geography of the area makes the weather pleasantly warm during the summer, ensuring a popular posting among Siberian stations. Bitter cold follows in winter, however, and the dam is shut off for at least two months a year while the Angara, and much of the lake, completely freezes over.

Base construction is arranged on either side of the dam, taking advantage of the natural terrain features to provide the installation with a commanding position above the lake. The upper surface of the dam is wide enough to accommodate large vehicles and mobile suits, while defenses are clustered around four large non-retractable blockhouses – one on each side of the gorge, and then two more at equal intervals atop the dam itself, making direct approaches quite perilous. Mobile suit hangars, constructed as bomb-proof shelters, exist partially below-ground on the western side of the dam, allowing the deployment of garrisoned units via ramps up to surface level. The command center lies nearby, and is crowned with an observation and control tower to maintain a high point of view around the surrounding area. The area around the river to the north of the lake/base is heavily forested, and was mined to hell and back during League times – most of these explosives are still in place as Union patrol and supply forces to the installation are primarily flight-capable.
