ZAFT geographical survey teams, combing the vast Victoria Desert in the wake of the early landing operations, discovered much in the way of mineral resources beneath the surface suitable for mining, chiefly metallic ores useful in production of machinery. The Earth Liberation Army began construction of a base near the dried-up Lake Carnegie, intended both to facilitate exploitation of the subsurface minerals and provide a staging base for sending patrols out into the deserts of Western Australia.
Taking its name from astrophysicist David Schramm, the mining sites are scattered throughout a localized area of the richest deposits, with small digging operations spreading out like cracks in a window from central locations. The base itself acts as a fortified nexus point, housing operations buildings and a barracks for the mining teams as well as a military garrison of both patrol units and defensive squads. With much in the way of open space, ZAFT had a great deal of freedom in deciding how to construct the facility, the result being a roughly octagonal fort with defensive emplacements equally spread across its sides. As the area is frequently the site of dangerous sandstorms, the defensive weapons can conceal themselves into shielded blockhouses along the wall, while entrenched roadways between areas of the base offer a degree of protection for personnel, vehicles and mobile suits transiting to other areas (as well as essentially promising close combat for any enemy units that breach the perimeter).
