Orován, formerly Ginto ( ‘gold island’) is the military headquarters of the Philippine Islands Federation (PIF), now under control of the ZAFT Continuation Army rebel group. Ginto was formerly one of the last “free ports” in the Pacific which allowed virtually anyone to dock there – while now under military occupation by the Continuation Army, Orován once again allows free docking for most parties, although such vessels are subject to inspection to prevent “Newtypist subversion”.

Intended to provide defense for Subic Bay, the base was split into three separate areas. The island of Corregidor was the command and control center of the installation, and was a veritable fortress in its own right bristling with blockhouses and gun batteries in a commanding spot in the mouth of the bay. The island’s defenses – and much of the island itself – were vaporized by a Continuation Army positron blaster during the attack, leaving little land usable for new construction. A second installation in Cavite includes a dock facility and a mobile suit garrison. This base, just a few miles from Manila, can offer immediate assistance in the event of hostile activity where foreign vessels are docked – this installation was seized by ZAFT rebels, and now serves as the main defense coordination point. Finally, a third base, much smaller than the first two, lies near the top of Mt. Mariveles on the northern side of the bay – the great altitude of the installation allows for a commanding view of both the harbor as well as much of inland Luzon, and is used for defense and fire coordination as well as being an ideal place to position several sensor masts for long-range scanning. The Mariveles installation remains in use and has been more heavily fortified under the Continuation Army’s leadership.

With the Philippine Islands Federation government firmly in the Continuation Army’s back pocket, analysts have suggested that the rebel group may now be conducting operations more closely out of Manila than in its previous capacity in Australia’s outback, and sightings of Vosgulov-class submarines in the South Seas have risen precipitously since the natural port fell under ZAFT’s sway.
