Massive flooding due to the colony drops that devastated South America, destroying the Old Earth Federation’s power base, completely washed out Gatun Lake and much of the loamy soil of central Panama, splitting Central and South America by a sizable strait (appropriately named the Strait of Panama). To control this important shipping passage, the Earth Sphere Alliance constructed a heavily reinforced fortress on the northern side. The importance of the base has increased significantly with the total collapse of the Atlantic Federation in South America, resulting in a notable build-up of forces under the Earth Union.
Fort Carter hangs right along the edge of the cliffs formed by the massive outflow of water, with various defensive emplacements positioned along the craggy drops down towards the water. The turreted beam cannons are typically hidden in bunkers and only expose themselves to attack, leaving only the base’s hardened surface structures to observe from the sea. For all intents and purposes, the base is essentially a giant gun platform, with a preponderance of heavy weapons to offer striking distance almost all the way to the coast of Colombia. The turreted batteries are oriented towards the sea, with inland defense left to the fort’s missile weapons and mobile suit contingent. A dense minefield litters the Strait, with marked shipping channels in place designed to bring vessels in close to the base for inspection purposes.
