After its general headquarters in Brasilia, the Atlantic Federation’s Northern Sector Command outside Cayenne was the most important base in South America. With the Federation’s collapse, the former Northern Command became the seat of power of la República del Norte, and the Cayenne installation ensured the country’s position of power on the continent – among other things, it has the only remaining operational spaceport complex in South America.

The enormous base rivaled the Federation’s headquarters in sheer size, although it is a fairly conventional surface installation compared to Brasilia’s subterranean city. Situated about 40 miles up the coast from the Republic’s capital at Cayenne, the base is arranged as an irregular parallelogram that dominates the flat plains a few miles from the ocean. Primarily intended to serve HLVs, the northwestern half of the installation is given over to about ten open-topped silos with very heavy revetments on three of four sides – large blast channels also serve as access passages to the lower areas of the HLVs, and are plenty wide to accommodate mobile suits. The channels also make a highly effective way of moving around the base without exposure to enemy fire coming from beyond the perimeter. Many of the massive assembly buildings where spacecraft were once prepared for launch are now used as mobile suit hangars and repair facilities, as large scale launches from the spaceport are fairly uncommon today. The perimeter wall is festooned with weapons emplacements and bunkers, making for a formidable approach from any direction, while a second “layer” of protection is formed by the laser batteries positioned around the HLV silo revetments. The surrounding plains along with the beach to the east have been riddled with mines, including the so-called “jumping” type once commonly used by the Guild, while various fortifications have been placed both along the base’s perimeter as well as deeper into the interior, allowing the garrisoned mobile suits a tactical advantage in gunning down approaching enemy forces while also allowing for “defense-in-depth” should the outer line be breached. Defense of the base is coordinated from a very large tower near its center, which acts as both a launch command facility for the spaceport as well as a headquarters for the installation’s guard forces.

In addition to the spaceport, the Northern Sector Command also houses a (in)famous prison facility where everything from common criminals to soldiers convicted of infractions to terrorist agitators were once housed during the Atlantic Federation’s existence. The Republic’s use of the compound has spiraled into even more unpleasant yarns – rumors have persisted about unused cavernous fuel storage bunkers being used as holding blocks while old subterranean rocket test chambers have become overcrowded general population internments with only the bare minimum of supervision by guards. The Republic apparently prefers to allow the prison population to manage itself, including dissemination of supplies. In the event of a riot that gets too far out of hand, various means can be used to quell (read: exterminate) the unruly prisoners, typically involving large quantities of liquids or gases used in rockets.
