Nestled in the craggy Ural Mountains, the bizarre-looking Noyabrsk base is intended to provide defense and control faculties for the major transit routes from continental Europe into central Asia. However, its main strategic role is for the Earth Union’s infamous Mobile Suit Qualification and Instruction Center, where virtually all of the Union’s crack pilots have cut their teeth on GN-powered mobile suits.

Situated on a naturally-occurring plateau, the base is just a few miles from the largest transit artery connecting the Union’s territories in Asia with eastern Europe. The base seems to materialize out of nothing as travelers round a sharp bend in the roadways and find themselves staring at an artificial mountain-top bristling with cannons and rocket batteries. The area is littered with junked mobile suits, burned-out husks used as targets for pilot trainees, and a maze-like, serpentine trench network radiates out into the surrounding hills as part of the training grounds. What appears to be peaks and crags of ridges and outcroppings are actually disguised blockhouses with machine gun and cannon emplacements, and thanks to how closely framed the base’s main infrastructure is by the hills, long-range sniping attacks with beam weapons are virtually impossible. Much of these visible defenses are actually part of the school, although they were originally installed for purely military reasons by the Human Reform League decades prior. A slew of modern GN-powered defensive emplacements are tucked away in the base proper and in and around the surrounding peaks, although their positioning is carefully oriented to avoid designated firing ranges lest overeager trainees attack, or be attacked by, a functioning part of the base’s garrison.

Training at the installation is a very harsh regimen, and includes excessive amounts of physical training as well as mobile suit operation courses. Novices learn the basics of mobile suit operation on pre-unification Alliance Leos before transferring to GN-Xs for the more advanced part of the program, which include air-to-air and air-to-ground combat, tactical and evasive maneuvering, close quarters battle, assault simulations, and a battery of other scenarios. Aggressor pilots, armed with captured Guarlions for aerial training and old Serpents for air-to-ground battles, are particularly sadistic in their methods and operations, both on and off the school grounds. The location of the school also allows for harsh environment training, as the flatlands to the east and west of the mountains become arid wastelands in the summer, while the approaches to the mountains and the passes themselves are bitterly cold during winter.
