The Yangshan base is placed to control entrance to Hangzhou Bay and the bustling economic centers in Shanghai and Shaoxing, and is one of the more unique installations constructed by the Human Reform League as a whole. The facility itself, constructed as an artificial island in the Zhousan archipelago, actually dates back to the Corporate Wars period, making it one of the oldest fortifications still in use by the Earth Union. Little remains from the original construction, except for the overall foundation of the base, and it is fully bolstered with modern defenses and other faculties.

Given the wide tidal fluctuations and typhoon patterns, the concourse of the base is several dozen meters above sea level in order to ensure that all operations areas remain high and dry, even during periods of extremely inclement weather. This gives an illusion vaguely reminiscent of a gigantic ship, although a large airfield on independent supports has been added in more recent years which has partially offset this look. Defense batteries are positioned around the circumference of the main operational area, with parapet-like blockhouses that contain the individual turrets furthering the fortress image. A large docking complex has been built below the airfield platform, including full loading and transit equipment, allowing for cargo and vessel inspection even during periods of inclement weather. Large numbers of ships are commonly moored around the base (at a safe distance, of course) while awaiting inspection clearance, although many have also been impounded for not paying fees or attempting to run contraband.
