With much of Australia’s populated east coast destroyed by colony drops that toppled the Old Earth Federation, relatively unscathed Melbourne became the center of civilization on the continent. With only token interest from the Earth Alliance, much of the remaining urban center was quite economically poor, which ZAFT exploited to the fullest extent after choosing Australia as their base of operations for the Earth Liberation Campaign.

Named in honor of Belgian astronomer Georges Henri Lemaître, the base in Melbourne serves not only as ZAFT’s major military stronghold in southeast Australia, but is also something of a political headquarters among the civil population of their first terrestrial dominion. Lemaître is well protected from the prospect of attack from both the grasslands beyond the northern terminus of the city as well as enemies attempting to sneak through the urban center itself, with a thick perimeter wall and railgun emplacements dotting the top. In spite of this, ZAFT maintains an “open door” policy to the civilians as a public relations maneuver, who are allowed to enter the base’s non-high security areas freely (after a thorough security check at the gates, of course). GINNs on patrol through the urban areas are fitted with thick rubber pads on their feet so as not to tear up the roads, and more than a few propaganda shots of children catching a view from a mobile suit’s outstretched hand were snapped at Lemaître.

Aside from the military faculties, the base is also home to the first Human Enrichment Center built on Earth. Part hospital, part political office, and all ZAFT greater scheme for Earth, the Human Enrichment Center’s prime function is to allow for the creation of Coordinator fetuses by Natural parents. Such services are provided at ZAFT’s expense, which include neonatal and childcare, as well as education for growing Coordinator children. This also serves to engender camaraderie with their fellow Coordinators in ZAFT, and, unsurprisingly, many of ZAFT’s newest and youngest enlistees are drawn from the first batches of babies from Lemaître’s Enrichment Center.
