After splitting off from ZAFT, the newly formed Space Revolutionary Army needed a new place to call home. The at the time deserted L2 was decided to be perfect place, the SRA quickly populating the area with retro-fitted O’Neill type colonies, collectively calling the colony cluster Cloud 9.

Cloud 9 not only refers to the number of colonies, but also to the ninth colony that houses the government and military headquarters of the Space Revolutionary Army. Deceptively though, there are actually ten colony cylinders, one of which being Cloud 9′s secret weapon; the Dahlia colony laser. Hollowed out from the hulk of an unusable colony, the colony laser is even capable of targeting Earth from the safety of L2.

Unlike ZAFT which tolerates Naturals (called Oldtypes by the SRA), outsiders are entirely unwelcome to L2. Enforcing this is the SRA’s main battle fleet: Heaven One. Notoriously aggressive, the well equipped fleet will attack anyone who comes near Cloud Nine without the proper authorization.
