Massive flooding due to the colony drops that devastated South America, destroying the Old Earth Federation’s power base, completely washed out Gatun Lake and much of the loamy soil of central Panama, splitting Central and South America by a sizable strait (appropriately named the Strait of Panama). To control this important shipping passage, the Earth Sphere Alliance constructed a heavily reinforced fortress on the northern side.

Fort Carter hangs right along the edge of the cliffs formed by the massive outflow of water, and thanks to its gently sloping walls festooned with turrets, matches the craggy surface in appearance as well. For all intents and purposes, the base is essentially a giant gun platform, with a preponderance of heavy weapons to offer striking distance almost all the way to the coast of South America. Most of the defenses are oriented to the west, east and south; the northern, inland-facing side is more lightly protected, with the emplacements there intended to be supplemented by the base’s mobile suits in entrenched positions. The strait is thoroughly mined, with safe channels marked by buoys that take shipping precipitously close to the installation for inspection.

As an important navigation point, Fort Carter features a number of very advanced scanning and communications assemblies, allowing it to monitor sea and air traffic over a considerable distance. To interdict renegade vessels and mobile suits, a small number of Taurus mobile suits are stationed at the base, using their beam cannons to conduct high speed attacks on anything trying to escape the base’s firing range.
