Thanks to a colony drop that obliterated New York during the late UC 150s, much of the Eastern Seaboard was rendered unusable by the Earth Sphere Alliance, even many decades later. The Portland base, though close to the ocean, was constructed as a large-scale airfield and supply point rather than a dock facility, owing to the difficulty in navigating the Atlantic along the East coast of the United States. Supplies, troops and material moving further North into Canada typically refueled at this complex, with the same true for those headed South as well. Since the formation of the Earth Union, with its reliance on GN-powered ships, this base’s importance has diminished – it is now used essentially as an area military garrison to provide for security work around the northeastern portions of the United States.

As with many former Alliance bases, there is no firm defense perimeter, with the hardened hangars and structures used as flexible points of defense for the base’s mobile suit contingent. The three major runways form a vaguely triangular pattern with the base itself in the middle, creating something of a “no man’s land” of tarmac and concrete for forces attempting to approach from outside. Aside from new facilities to service and recharge GN drives, much of the rest of the base remains as it did under the Alliance thirty years prior, including anachronistic gantry areas for serving long-decommissioned Aries mobile suits.
