Formerly ZAFT’s Lemaître base, Fort Kelly is the headquarters of the Melbourne Security Corps, a private entity tasked with the defense and security of one of the few metropolitan areas still standing in impact-devastated Australia. While ostensibly intended to protect the city and its occupants against groups like the Continuation Army and other renegades on the continent, the truth is much more ironic – the Corps is actually very much “in cahoots” with the Coordinator rebels, and more than a few of their own pilots are actually Continuation Army members in an incognito capacity.

Fort Kelly has changed little since its days as a ZAFT base, although more than a small amount of structural modifications have been undertaken to transition the installation to utilizing its new mobile weapon garrison. Most of the ZAFT military technology has been removed in favor of more easily operated weapons, while the fort’s tall perimeter wall separating it from the city proper remains as a physical buttress of its former occupiers, and the faint outlines of ZAFT “patriotic slogans” painted on the city side of the fortification can still be made out. In either case, Fort Kelly remains a well-protected defensive bastion that secures the city from enemy approach from the ocean to the west and the grasslands to the east, while similarly remaining an important provider of civil services to the city proper.

The reason for the association between the Corps and the Continuation Army, however, is not military in nature at all, but rather technological: Lemaître’s Human Enrichment Center still exists, and albeit disguised as an advanced and sophisticated medical facility for the treatment of various ailments. As the most capable medical complex in Melbourne, and likely on the entire continent, countless “Natural” parents have given birth to Coordinator children without any sort of disclosure or even knowledge of the act, with the various procedures and preparatory work being conducted under the guise of normal prenatal care. Given the clandestine nature of the operation at Fort Kelly, exactly how many Coordinators on Earth were actually created there rather than at PLANT is unknown, as is the exact circumstances that led to a mutual agreement between the otherwise militant Continuation Army and an ostensibly Oldtype organization like the Melbourne Security Corps. Presumably the Corps believes it can benefit from greater ranks of “home-grown” Coordinators under its employment, but the truth of the matter will likely never be known.
