He's a known pervert, a leper, like 90, he's just disgusting. In his day he was quite the fighter, but now he resorts to guns, and runs to western influence for his entire country. You can see influence of him all over Kyushu, where Spanish, Chinese and Koreans go sometimes even without permits, where there are dozens of slums, ghettos, and everything stinks.
