Often seen as a bundle of optimism, Hugh likes to be the token "funny" guy among his colleagues to insert humour where he sees fit since he claims hanging around a bunch of depressed colleagues is bad luck. He can be serious when the time calls, especially if it involves family-oriented subjects and gives out advice when he sees fit.
Most of the time, though, he comes off as having an ego that very few people can puncture. The only weakness he has is, ironically, his self-image. Hugh is very sensitive about losing his tan – one of the main reasons why he refuses to fight in space. He spends longer on his hair than doing an OS checkup, must clip his toenails once every eleven days and is never seen without his wedding ring hanging around his neck on a thick, silver chain.
While his first name is actually Clarence, he prefers to go by Hugh due to the hilarious combination of his middle and last name.
Backround:
Hugh's mother, Jane, was young when she gave birth to him, and immediately he was handed over to an orphanage to be taken care of. During his twelve years at the orphanage, his mother and him wrote letters back and forth; Hugh constantly expressed his desire to meet with her in person, but Jane would ignore his pleas. To this day, Hugh has never met his mother, but continues to write letters to her when he has the time and the ability to.
In the orphanage, Hugh became a leader of sorts for the younger children as he grew older. His humour and optimistic look on life kept the orphanage in Odessa in good spirits despite the war raging around them.
At the age of 16, Hugh left the orphanage and began working in the shipyards, building and repairing ships from fishing boats to commercial cruisers. During his working years he met a man named Mark Kovalenko whom, as they found out on a late night break while on guard duty, had an aunt name Jane Jazz. Hugh was baffled and asked him where she was right now, and Mark replied, "She's in the ground. Passed away over ten years ago."
With the mystery of his mother still fresh in his mind – and questions about who he’d been writing to all this time - Hugh and Mark applied for Zeon’s military training; Hugh for piloting and Mark as a mechanic. Ironically enough, they were paired up in their later years of intensive training and became an official pair upon Hugh being assigned to his Dom.
In the midst of all of this, Hugh met his wife, Melenie, whilst she trained to be a communication’s officer in Zeon. They got engaged while still in the academy together and kept it quiet from everyone, planning on announcing it upon graduating. Two months later, Melenie wad dispatched on short noice to California Base and moved around North America for a year. Very few letters of communication were exchanged between the two over the course of twelve months, and one day a letter was sent back to Hugh saying she was MIA. The details of her death were never released, leading Hugh to assume that she either accidentally got involved with Federation, or that she was caught in the midst of a battle and didn't make it out alive.
