Well Frenzy, a couple points.
First, it's obvious that SAF membership shouldn't equal EFSF membership. EFSF membership should equal the entirety of Zeon space membership since they're one division fighting three in space. You shouldn't compare the two.
Comparing SAF to MAF is fair though. My goal in organizing it is to have SAF and MAF space membership be equal. ATM it's 3 to 5, and if we reach our member cap it'll be 4 to 5.
These are the exact numbers I'd like to see for space, in an ideal environment
10 EFSF - 2 officers, 4 test pilots, 2 efsf, 1 enlisted civ, 1 grizzvet
4 SAF - 1 officer, 2 test pilots, 1 SAF
4 MAF - 1 officer, 2 NT Korps, 1 MAF
2 SS
It's not going to end up exactly like that, but I'm not expecting it to. As long as it's relatively close I think I'm doing my job. This is what we're going to end up with, I think.

4 SAF - 1 officer, 2 test pilots, 1 SAF
5 MAF - 1 officer, 2 NT Korps, 1 test pilot

So, pretty similar.
There's two ways that I work at doing this. One is by balancing the divisions and joinable units so they seem even, and two is by closing joining to certain areas that get out of hand.
What I realized back in October and tried to fix by making Isaiah and Jim switch to SAF (luls), was that the way I had the test pilots set up, I was making all the test pilots join MAF instead of SAF. The problem here is that makes more sense, MAF is the testing division. However, if NT Korps and the majority of the space test units are all MAF, that leaves SAF with like nobody and MAF with an abundance. I've since messed with it and I think I've fixed it more or less.
Messing with the officer units I don't think solves the problem. The officer units are only available to one guy, and in shop ed 1 which is when the SAF officer spot should be taken, they do have a special unit. As is, the regular SAF does have a special unit by getting the Zaku II R2 with the giant bazooka, which I'm surprised nobody has taken because it's the Johnny Ridden unit and usually a hot item. But, things are different every time. I think messing with the test pilot units are a much better way to address the issue.
But, don't compare your division to the entirety of the EFSF, or the entirety of the MAF. You should be comparing yourself to the space MAF only.
