And with that, the man enters the office where your forlorn friend awaits, and closes the door.
Well, that was worth a try.
Around you, you can see lumpers moving cargo, cutlasses in a crate, a musketoon, and a single gold bar.
Around the room, there is a curious looking metal suit, a man tending it, a most voluptuous woman drinking tea, and a man in common clothes reading a Bible.

The shepherd looks up at her for a moment, first at her eyes, then mouth, casting his eyes to her bosom for a moment. At this point his book falls out of his hands, and onto the floor.

The commoner picks up his book, dusts it off, and flips to a page.
The girl perks up. Her voice, I mean.
"Hello, good sir. If this willy nilly is too used to the church to face the seas, I'll dare to join!"
"Angelina!" the commoner interjects. "The governor pays me sixpence an hour to watch you, and I'll not have you going on any pleasure cruises!" He takes a look at you. "Especially not with some Dutch pirate!"
Oh no. You've upset the poor boy.

I pass over the offense smoothly, "The girl certainly looks old enough to choose for herself. And if she decides to go, would it not be better for you to accompany her, since she's been placed under your care?"

"Well if you're not a pirate, then what are you? A privateer? A merchant? Show me some proof!"
Angelina is beside herself with amusement. "Oh, Mr. Pirate, steal me away~"

He excitedly grabs a taffy, and bites down hard. Or at least tries to.
"Ow.. ow..."
Spitting it out, he holds his tooth.
On the floor, you can see the half-taffy half.. shilling?
You toss it back in your pouch.
There's money in these candies! Dear lord, how many have you eaten?!
"Well," he says, nursing on his tooth. "Let's see your ship then. Her father's not due for another month, at least."

I look for a place to buy rope, sails, cannon, powder, food/water, find a job and/or hire a crew.

Angelina yelps a victory noise, and the commoner looks displeased.
"I'll travel with you, Dutchman, but I'll be telling the governor everything you do with his daughter! We'll see to your ship tonight."
And with that, he escorts Angelina out the warehouse.
As they leave, you realize how dreadfully low on supplies you are. First, you check at the port to get yourself some ship items.
"200 Sovereigns for a cannon? This is madness!"
The portmaster gives you a stern eye.
"Prices are inflated 'cause we're all so rich. If you can't afford my cannon, don't stick around."
A passerby notices your predicament.
"If you need some cheap supplies, follow me~"
He exits. Do you follow?
