Before the Interregnum, the South African Coalition’s present capital of Johannesburg had a thriving mining economy based on extraction of gold, manganese, diamonds, uranium, and other rare earth metals that had gone on for centuries. Most of these veins and reefs were totally exhausted by the time of the Atlantic Federation and ZAFT’s invasion of Earth in the early UC 210s – when ZAFT was on the retreat from a resurgent Federation as well as growing Guild incursions, a few disorganized mobile suit units found that the incredible mines were in many places large enough to accommodate their machines with space to spare. After the formation of the Earth Union and the end of the Guild War, the militia forces established to provide security for the city began to use some of these mines as staging bases, and their usage has grown along with the Coalition. At the present, the sprawling tunnels and shafts house a massive military garrison that forms the main defense force of the capital. While virtually all of the city’s armed forces can fit into the subterranean compounds, some are usually above ground simply to maintain appearances to the public.

The old mines form a giant spiderweb-like network below the city, with a number of fortified entry and egress points positioned under municipal parks and in and around specific government buildings to facilitate quick deployment of mobile suits from their subterranean hangars to numerous areas throughout Johannesburg. While hangars and repair bays are relatively centrally located, some of the tunnels stretch for miles outside the city, and more than a few points have been opened up as mobile suit-scaled “postern gates” of a sort, with automated security devices to warn of enemy infiltration. Numerous defensive emplacements are hidden below ground on pedestal mounts that allow the turrets to fire over the roofs of shorter buildings, while some of the taller towers, especially government buildings, pay host to their own emplacements on the top floors. Sensor masts and aerials are spread throughout downtown, creating a highly decentralized network that enables relatively advanced prediction of enemy movements while reducing its vulnerability to attack.

The command center for the garrison is placed directly below the city’s capital (the old Supreme Court building on Pritchard Street), allowing for quick evacuation of the civilian leadership in the event of a sudden enemy attack on the population center. Due to the excessive depth of some of the tunnels – sometimes as far as six hundred feet below the surface – the military complex can also serve as a raid shelter for much of the population of the city.
